Carbon reduction.
Lighthouse is committed to reducing our environmental impact and aligning with the UK government’s target of net zero emissions by 2050.
This plan sets out how we measure our emissions, what we’re doing to reduce them, and how we’ll track progress over time.

About Lighthouse
Lighthouse Policy Design Ltd is a small, remote-first consultancy. Most of our work happens online, through research, workshops and writing. In-person travel is the exception, not the rule.
That structure gives us a low baseline to start from, and some straightforward choices to make it lower.
How we measure our emissions
We report our greenhouse gas emissions across the three Scopes defined by the GHG Protocol:
Scope 1. Direct emissions from sources we own or control. For Lighthouse, this is minimal, as we have no offices or owned vehicles.
Scope 2. Indirect emissions from the electricity we use. For us, this is energy used in home offices.
Scope 3. Other indirect emissions, including business travel, digital infrastructure, and the supply chain for the tools and services we rely on.
We follow the BEIS Environmental Reporting Guidelines and will publish baseline figures once calculated.
What we're doing to reduce emissions
Remote by default.
Around 95% of our work is delivered remotely. Virtual meetings are the first option for client work and internal collaboration.
Low-emission travel.
When travel is necessary, we use electric vehicles for road journeys and rail for longer distances. We avoid short-haul flights where possible.
Renewable energy at home.
Our founders' home offices run largely on solar, with battery storage, reducing reliance on grid electricity. We continue to expand this.
Responsible digital choices.
We prefer suppliers and hosting providers with credible renewable energy commitments.
Paperless operations.
We work digitally by default, from contracts to workshop materials.
Our targets
Short-term (by 2027): Calculate and publish a verified baseline, and establish a reduction target against it.
Medium-term (by 2030): Reduce our emissions by at least 50% against our baseline, in line with the UK’s interim carbon budget.
Long-term (by 2050): Achieve net zero across Scopes 1, 2 and 3, aligned with the UK government target.
Governance
This plan is owned by James Johnson, founding director of Lighthouse Policy Design Ltd. We review it annually and update it as our operations, the evidence base, and UK government targets evolve.
Research and evidence
We are actively supporting research into net zero solutions, in collaboration with government teams and sustainability researchers at the University of Leeds. This work helps us keep our own approach evidence-based, and lets us share what we learn with clients working on decarbonisation.
Procurement alignment
This plan is aligned with Procurement Policy Note PPN 06/21 , which requires suppliers bidding for UK government contracts over £5 million per year to publish a Carbon Reduction Plan.
While our contracts currently fall below that threshold, we maintain this plan voluntarily to support public sector clients in meeting their own carbon commitments, and to prepare for future procurement requirements.
